In highly dynamic networking environments, it is increasingly difficult to know where information is or could be generated, and where or when it will be consumed. Thus, classical model of sender and receiver is increasingly being replaced by many complex interactions that will result from things such as physical and/or social proximity, time etc.

Therefore, it is necessary to develop new mechanisms to support the formation and maintenance of these information networks at various levels as well as discovering and disseminating the relevant information to the users. The challenge is to understand the fundamental characteristics of the consumption of information by the users to allow for the design of new mechanisms for the formation of information networks, discovery and dissemination of information to users by making better use of the existing and emerging networking architectures.
